(Nancy Dallas) – Gary Gladwill is running for election to the Assembly District 38 seat, currently held by Tom Grady. You can learn more about Gary’s background and political positions at www.garygladwill.com

• Please write a brief summary of your professional and political history. Define your political philosophy.

I have been in the construction industry since 1988 when I graduated from High School. I currently own and run a small construction business. I have worked overseas for four years in construction (two years in Algeria for Bechtel International, and two years for Chevron in Kazakhstan). My political philosophy is, and has always been constitutionally conservative. I believe in small effective government and personal responsibility. The government should only do for the people, what the people can not do for themselves.

• You have never served in an elected position. Why are you running for the State Assembley. Why do you think you would better serve this district than Tom Grady?

By and large my district is composed of conservative voters, and I believe that I can better serve the constituents of my district than my opponent who has sympathized with the democratic majority in the assembly this past session. It is true that I have never served in government, but believe that public office in not reserved to career politicians, and also believe fresh ideas and constitutional principles are something that our founding fathers intended in a democratic republic.

• There has been a definite philosophical split amongst Republican legislators in recent sessions in regards to how to best balance the budget. Some have supported major tax increases, while others have stood adamantly against any measures that would increase taxes. Where do you position yourself in relation to these Republican factions?

I side with the conservative fiscally responsible side of the assembly. Government should be reduced at all levels, and taxes should remain static if not reduced. Taxation is always an easy solution, the more difficult task at hand I believe is the scrutinizing of governmental organizations and the reduction and elimination of non-essential programs and positions.

• Nevada has gone from being one of the fastest growing states in the union to having one of the highest unemployment rates in the nation; Lyon County from the fastest growing county per capita in the state to having one of the highest unemployment rates in Nevada? What help can be expected in the upcoming Legislative session to alleviate the associated problems specific to Lyon County’s unemployment woes? Nevada’s unemployment woes?

I would like to try to get funding for highway 805 from Patrick to Silver Springs. This I believe would take care of some of the housing vacancy rates in the Silver Springs area, and with more population could possibly entice businesses to open some storefronts in the area. Also this highway would greatly reduce transit time to Vegas from distribution centers in Patrick. Keeping taxation low at a state level would also entice businesses to move here from other states. I believe that some of the overregulation and red tape for business, especially in Lyon County should be addressed at a county level.

• Would you support the former Yerington Anaconda Copper mine site being placed on the Superfund National Priorities List? Explain.

I would have to educate myself more on the subject before I made an informed statement about this issue.

• What do you feel are other pressing issues facing residents within your district? How do you intend addressing these issues?

Jobs and employment are the main issues in my district. I know “jobs and employment” has become the catch phrase in the past year but it is a pressing issue when the unemployment rate is at 17% + in the majority of my district. I think that these issues can be addressed at the state level by; the government toeing the line on the “No New Taxes and Fees” and cutting bureaucratic red tape, this I believe would encourage new businesses to relocate to Nevada from states with a more punitive tax system.

• Nevada will be facing some major budget decisions in the 2011 Legislative session. What would be your priorities in balancing a budget that is projected to be in deficit approximately $2 billion? Will you support the legislated sunset of tax increases passed in the 2009 session? Elaborate.

I would support the sun-setting of the tax increases in the 2009 session. Lets face it government jobs are going to have to be eliminated at all levels of the state government, just cutting office supplies and consumable goods will not bridge the deficit gap in the budget. I would also like to seriously take a look into these items:

• Illegal immigration and the cost to the citizens of Nevada by these criminals (Welfare, Medical, and Education expenditures) Estimated $400,000,000-$650,000,000 per annum

• Nevada State Department of Education (Can this department be drastically cut or eliminated thus funneling more revenue at the local level?)

• Nevada State Prevailing Wage Laws ( How much money could be saved for capital expenditures if private sector wages were paid for the construction of new infrastructure projects instead of hyper inflated Union friendly wages?)

• Department of Labor (If prevailing wage rates were eliminated then the portions of the labor department that enforce certified payroll could be eliminated.)

I would say that at all levels of government the beast could be put on a diet.

• There is a state law banning the passing down of unfunded mandates to local governing entities. This has been frequently circumvented. What is your position regarding unfunded mandates? What is your definition of an unfunded mandate?

Unfunded mandates are a convenient way for federal and state government to pass feel good legislation for them selves, and then pass the costs down to a lower level of government without having to pay for mandated legislation. I believe this is wrong at all levels of government and should be stopped.

• No Child left behind (federal example)

• Indigent Health care (State Example)

• Where do you stand in regards to schools of choice, charter schools, school vouchers? Assuming you support these programs in concept, as a State Assemblyman to what degree would you support state funding of them?

I support funding charter schools, schools of choice, and the voucher system, but before they are funded would like to see the public system reformed and fixed by:

• Thumb our state noses at the federal government and abandon “No Child Left Behind”

• Eliminate or reduce the Nevada State Education Department, thus funneling more education dollars to the local school district areas.

• Give local school districts more power to teach curriculum of choice thus improving education.

• Bring more discipline to the schools, thus allowing the students that want to learn to do so with out being disrupted by out of control and disruptive students.

• Increase vocational training in high schools. ( Not every child is meant to go to college)

• Give vouchers to special needs children and children with severe disabilities so that they may be educated without disrupting the education of the mainstream youngsters.

• Where do you stand in regards to schools of choice, charter schools, school vouchers? Assuming you support these programs in concept, as a State Assemblyman to what degree would you support state funding of them?

See Above

• As a legislator, what would you propose doing to encourage bringing greater diversity to Nevada’s economy?

I would encourage legislation to cut red tape at all levels of government, reduce regulations, and hold to my “No New Taxes or Fees Pledge” to encourage business to come to this state. By promising no “New Taxes” I believe you would build a sense of trust between the government and Businesses wanting to relocate here and open their doors. Business in the past decade has been diversifying on its own, and I would encourage any businesses to relocate here as long as we had the necessary resources for that business and the community to thrive.

• State tuition support of in-state students at Nevada’s two universities ranks far above the national average. Would you support reducing this support in an effort to reduce budget deficits?

I would continue to support lower tuition rates for in-state students, but would like to see additional stipulations on GPA’s (Raise the bar to Continue to receive the lower rates). If the students did not meet the higher GPA levels then subsidies would stop.

• What do you see as the best means of providing sustainable, affordable energy to Nevada? Do you support nuclear power? How would you address the issue of dealing with nuclear waste?

I would love to see Yucca Mountain opened as a repository for Nuclear Waste with the stipulation that; along with the opening of the storage facility, power reprocessing plants would be built on-site so that the waste could be utilized for power generation. All of the power needs for the citizens of Nevada could be met with just a few plants along with the capacity to sell this generated electricity to other power companies on the west coast and through the grid nationwide.

• What is your position in regards to the state spending $500,000 to fund an independent tax study of the State’s tax structure by an outside expert; and, appointment by the Interim Finance Committee (IFC) of a 15 member “Nevada Vision Stakeholders Group” to study how the state is preparing for its future?

It seems a bit silly to me, spending tax dollars to do a tax study. Our tax system is not broken, it is the politicians and government agencies that refuse to live within their budgetary means that are broken.

• Do you support Nevada’s Right-to-Work law? Should Nevada State employees be allowed to unionize?

I fully support Nevada’s right to work law. I feel that it is unnecessary for government workers to unionize for the simple fact that the government has to abide by its own labor laws.
