Is Cisco Aguilar the Worst Secretary of State in America?

(Chuck Muth) – Let me tell you about “Jane Doe.”

That’s not, of course, her real name. But at this point there’s no reason to identify her. It’s her story that’s important.

In early 2024, we – the Pigpen Project – began submitting to various Nevada counties information we’d obtained from the United States Postal Service (USPS) indicating that voters then on the “Active” registration list had moved from where they were registered.

We requested that they begin the process of deactivating them.

But in March 2024, Nevada Secretary of State (SOS) Cisco Aguilar issued a memo instructing the various county clerks and registrars NOT to process our submissions.

He advised that we should formally “challenge” the voters instead. Which is exactly what we then began to do.

In the summer of 2024, we submitted around 30,000 challenges to voters who had filed a change-of-address with the post office but remained on the “Active” voter registration file.

One of those voters was “Jane Doe.”

According to the post office, she filed a change-of-address from Nevada to California. So on August 28, 2024, I submitted a challenge to Jane’s registration.

But then Aguilar issued a new directive telling the clerks/registrars NOT to process the challenges.

He argued that we lacked “personal knowledge” that the voter had moved despite the fact that our information came from official government sources and the fact that no such requirement was required for the type of challenges we submitted.

We went to court – but had to withdraw the lawsuit after discovering we had made one minor technical error that had nothing to do with the actual facts of the case.

Then came the November 2024 general election.

After the election, we matched the names of the thousands of voters we had challenged against the list of voters who cast mail-in ballots.  We found 881 who filed a change-of-address yet somehow voted by mail even though ballots are NOT supposed to be forwarded.

How did they get them and cast them?

So back around March 2025, we submitted 881 “Election Integrity Violation Reports” (EIVR) requesting that the Secretary of State investigate how people who filed a change of address with the post office had cast a mail-in ballot.

Aguilar rejected all of our EIVRs out of hand, again arguing that we lacked “personal knowledge” – even though no such requirement exists in law or code to submit an EIVR.

So we took it upon ourselves, at our own expense, to conduct our own investigations.

We mailed the suspicious voters a letter advising that records showed they had moved, yet a mail-in ballot had been cast in their name.  We further advised that if they did NOT vote by mail in the 2024 general election in Nevada that they should contact our data analyst, Dan Burdish.

One of them was Jane Doe.

She received our letter and called Dan. She informed him that she “definitely did NOT vote that ballot” in the Nevada 2024 general election.

So she was either lying or someone else somehow got hold of her ballot and voted it for her.

Dan advised that he would report the matter to the Secretary of State’s office “for investigation.” Jane told Dan “she was fine with that.”

On August 7, 2025, Dan submitted a new EIVR advising that Jane had told him that someone else had cast her mail-in ballot. Since this was clearly “personal knowledge,” the SOS office had no choice but to open an investigation.

Yesterday, Dan was informed that the “SOS has finished its review.”

“The impartial investigation conducted by the SOS found no evidence that shows (Jane Doe) was subjected to voter fraud pursuant to Title 24 of the Nevada Revised Statutes (NRS),” the letter read in part.

“Because the allegations described in your EIVR do not amount to a statutory violation under Title 24,” the letter continued, “no further action will be taken by this office, and your file will be closed.”

No violation occurred?!!

The woman clearly moved out of state well before the election.

If SHE cast the ballot, she violated the law.

If she did NOT cast the ballot, then someone else cast it in her name, a violation of the law.

So how in the wide, wide world of sports did Aguilar’s office come to the conclusion it “found no evidence” that “voter fraud” was committed?

It’s bad enough that Aguilar isn’t actively looking for possible voter fraud.

And it’s bad enough that he continues blocking the Pigpen Project’s efforts to clean up Nevada’s dirty voter files.

And it’s bad enough that he blocked all of our challenges.

And it’s bad enough that when we previously found and confirmed a “double voter” from 2022 that no action was taken.

But after we jumped through all his hoops and STILL found an obvious case of voting fraud – either by the voter or someone else – he simply closed the file with no explanation and no action taken.

We’ll now be forced to file an official Public Records Request (PRR) seeking the details of his supposed “investigation.”

But a similar PRR that was submitted last November – almost a year ago – remains unfulfilled and we’re in the middle of a lawsuit asking the court system to force Aguilar to provide the information.

So the next time you hear him claim Nevada’s elections are secure and there’s no evidence of voter fraud, know that he’s simply not telling the truth.

Our elections in Nevada are NOT secure as long as the voter rolls continue to show “Active” voters who no longer live where they’re registered.

And he can’t claim there’s “no evidence” of voter fraud when he continues to refuse to investigate reports of alleged voter fraud – even when handed evidence on a silver platter – and dismisses them out of hand.

If he’s not the worst Secretary of State in the country, I don’t know who is.

I think it’s WAY past time for the Department of Justice to look into him.
