Keystone Corporation and Nevada Trucking Association Host “Fueling Nevada” Webinar

Keystone Corporation, in partnership with the Nevada Trucking Association, hosted on April 29, 2026, “Fueling Nevada: A Webinar on Costs, Challenges & the Path Forward,” bringing together three of Nevada’s leading experts on fuel policy, emergency management, and trucking to address one of the most pressing economic threats facing the Silver State.

Panelists Brett Compston (Chair, Nevada Fuel Resiliency Committee and Administrator, Nevada Office of Emergency Management), Catherine Reheis-Boyd (Vice Chair, Nevada Fuel Resiliency Committee and former President and CEO, Western States Petroleum Association), and Paul J. Enos (President and CEO, Nevada Trucking Association, and Keystone Board Member) outlined a sobering picture of Nevada’s fuel vulnerability and the steps being taken to address it.

Key Findings from the Discussion:

Nevada relies on California for 88% of its fuel via three pipelines, a vulnerability underscored by the fact that 95.3% of freight moves by truck. Regional refining capacity has dropped 20% following refinery exits, while California’s pending Cap and Invest program and 60.5% trucking fuel surcharges further strain Nevada’s economy. In response, Governor Lombardo’s Fuel Resiliency Committee is developing recommendations for late September, including I-80 pipeline expansion, the Westgate Pipeline project, strategic reserves at Sawtooth Caverns, and industry investment incentives.

“This isn’t about politics,” said Compston. “This is a whole-of-Nevada approach, and it’s time to do something.”
