First and foremost, I would like to extend my sincerest condolences for the many lives and communities who have been impacted by Hurricanes Helene and Milton.
The impact of these storms has been a significant tragedy, and my thoughts are with those on their long journey ahead to recovery.
I’m grateful for the brave men and women who are on the front lines, including the Nevada Task Force 1, for lending their time and resources to get these communities back on their feet.
Given recent events and the upcoming election, I thought it would be appropriate to provide updates on all of the issues that impact you.
UPDATE ON FEMA
The impact of Hurricanes Helene and Milton was undoubtedly profound, and recovery efforts are still ongoing.
FEMA’s Disaster Relief Fund (DRF) is essential in providing resources directly to states, communities, and individuals to aid in recovery when state and local capabilities are overwhelmed.
It is important to note that this funding is designated exclusively for disaster response and cannot be diverted to other uses.
In September, Congress passed a Continuing Resolution that allocated an additional $20.26 billion, which I negotiated as Chairman of the Homeland Security Appropriations subcommittee, to meet immediate and life-saving needs related to these disasters.
Reports suggesting that the DRF is running low on funds are misleading; it currently has sufficient resources to support the affected communities in the short-term.
Should additional funding be required Congress will be prepared to address those needs upon our return in November.
UPDATE ON SECRET SERVICE
Tensions have escalated around the globe and here at home.
We witnessed not once but twice as former President Trump narrowly escaped assassination attempts, and recent U.S. intelligence briefings have cited credible threats against his life from the Iranian regime.
Politically motivated violence of any kind is absolutely unacceptable, un-American, and demands accountability for those responsible.
Prior to the assassination attempts, Congress had already allocated $3.1 billion to the Secret Service for FY2024, exceeding the Biden-Harris budget request by $78.02 million. Additional funding included:
- $34.5 million for National Special Security Events
- $22 million for protective travel requirements
- $12.2 million for permanent change of station needs
- $9 million for above-the-cap overtime pay for the men and women of the Secret Service
The Biden-Harris administration’s FY2025 budget proposed $2.9 billion for the Secret Service, a $135.2 million decrease from FY2024.
However, in response to the recent threats to former President Trump, as Chairman of the Homeland Security Appropriations subcommittee, I was able to secure an additional $231 million in the FY2025 Continuing Resolution to bolster security efforts, including:
- Installing ballistic glass and protective infrastructure for campaign trail safety
- Covering overtime expenses for protective teams
- Enhancing protectee residence security
UPDATE ON FEDERAL LANDS BILLS
H.R. 3173, the Northern Nevada Economic Development & Conservation Act, is on track for a markup when the House returns in Mid-November. This markup is a crucial step in the legislative process and will be critical l for ensuring the bill’s passage before the conclusion of this Congress.
Among the key provisions of the act are initiatives that specifically focus on Douglas County, Pershing County, Carson City, Fernley, and Elko. I will of course keep you updated as these bills progress, and we can give our local communities the land they need for future economic and housing development.

Joining the Sierra Forestry Meeting
At the Sierra Forestry Meeting in Reno, alongside Rep. Doug LaMalfa (CA-1), discussions centered around proactive strategies to reduce wildfire risk, improve forest management, and support workforce development.
The meeting aimed to develop practical solutions to promote sustainable, healthy forestry and ensure the long-term resilience of our communities.
Touring the Next phase of Washoe County’s “Cares Campus”
Washoe County’s Care Campus is in the next phase of development, which serves as a lifeline for individuals who are at risk of or experiencing homelessness.
This expansion plays a significant role in supporting and promoting resources for the most vulnerable members of our community.
I appreciate their commitment to delivering essential emergency assistance to those in need.
Visiting the Nevada Division of Forestry Air Operations
I had a great time meeting with the impressive crew over at the Nevada Division of Forestry Air Operations.
They are fully equipped and trained to be on the front lines, protecting Nevadans from potential threats to our communities. They demonstrated their preparedness and capabilities for responding to natural disasters.
October is Hispanic Heritage Month
Earlier this month, the LIBRE Hispanic Heritage event offered a valuable opportunity to connect with community members, listen to their needs and concerns, and celebrate the vibrant Hispanic heritage that enriches our state.
Touring the Damage from the Davis Fire
Last month, the Davis Fire posed a serious threat to our communities.
At the Incident Command briefing, I joined Governor Joe Lombardo to thank the selfless fire crews who worked tirelessly, day and night, to bring the fire under control and protect our lands.
