Testifying at the Legislature
We had a strong presence at the Legislature this week, weighing in on several important bills:
✅ AB 376 – Establishes a Regulatory Experimentation Program for insurance, allowing innovation while ensuring consumer protections through oversight by the Commissioner. We supported this effort to foster market flexibility without sacrificing safeguards.

✅ AB 314 – Expands tuition reimbursement to those entering K–12 education or health care and funds hands-on training in hospitals for high school students. We supported this investment in workforce development and the future of Nevada’s schools and hospitals.

✅ AB 225 – Exempts specific beauty services from outdated licensing requirements, streamlines apprenticeship paths for barbers, and modernizes workspaces. We supported this bill for its deregulatory approach that empowers small businesses and working Nevadans.

❌ AB 530 – Allows Clark County commissioners to impose fuel tax hikes without voter approval starting in 2027. We opposed this bill for bypassing taxpayers and opening the door to unchecked local tax increases.

❌ AB 200 – Changes workers’ compensation calculations for construction workers to use the higher of average wage or prevailing wage, regardless of actual job site. We opposed this unfunded mandate that inflates liabilities and ignores real work conditions.

️ Bills That Advanced This Week
The following bills were voted out of committee and are moving forward:
❌ AB 238 – The infamous Nevada Film Tax Credit bill which would welcome Hollywood with open arms was voted out of the committee without any recommended action, causing speculation on the upcoming debate on the Assembly Floor.
✅ AB 264 – Creates a pathway for individuals with past convictions to appeal licensing denials and requires licensing boards to prove legitimate risk. A win for second chances and fair regulation.
✅ AB 49 – Reduces barriers for teacher licensing, lowers fees, and lets qualified professionals from other states teach while awaiting licensure.
✅ SB 240 – Cuts the business license fee to $100 for businesses with 50 or fewer employees, reducing costs for Nevada’s small businesses.
