Why are dangerous people who are in the U.S. illegally still able to move through our communities and hurt innocent people?
Most Americans believe that violent criminals who shouldn’t be here in the first place need to be dealt with quickly.
That’s not extreme. That’s basic public safety.
And this latest case shows why that concern keeps growing.
What Happened in Pennsylvania
On April 9, 2025, the U.S. Marshals Service arrested 27-year-old Orvin Alexis Lopez Torres in Upper Darby, Pennsylvania.
He’s from Honduras, and ICE confirmed he’s in the country illegally.
He was wanted for a double stabbing from November 28, 2024.
FOX 29 Philadelphia reported that both victims were seriously injured and that Lopez Torres is charged with aggravated assault.
After he was arrested, ICE placed a detainer on him to take custody once the local criminal process is done.
That part is clear and straightforward.
Where Pennsylvania’s Policies Come Into Play
Pennsylvania’s statewide policies didn’t cause the crime, but they do create a complicated environment around enforcement.
Philadelphia and several nearby counties have what are called “limited cooperation” rules.
They restrict how local agencies work with ICE. For example:

Local jails cannot hold someone based solely on an ICE detainer.

ICE usually needs a judicial warrant.

Communication between local police and ICE is limited in certain cases.
To be clear, there is no evidence that Pennsylvania has refused the detainer in this case.
But the policies do allow officials to refuse detainers in some situations. That means the risk is built into the system.
And that’s what makes conservatives nervous.
This Isn’t the Only Case Like This
ICE data shows thousands of arrests each year involving non-citizens charged with or convicted of violent crimes, including murder, assault, rape, and kidnapping.
Violent offenders who are here illegally pose a different kind of risk – because they shouldn’t be in the country to begin with.
When someone enters illegally and then commits a violent attack, people naturally wonder whether it could have been prevented.
Nevada Should Pay Attention
Nevadans want accountability. They want safe neighborhoods.
And they want to know that if a violent criminal is in the country illegally, every level of law enforcement will work together – fast, simple, no red tape.
This case is a reminder that cooperation between local police and federal immigration officers is not a small detail.
It can make the difference between keeping a dangerous person locked up or letting them slip away.
A Clear Message Moving Forward
The Lopez Torres case didn’t involve a detainer refusal, but it did highlight a bigger truth.
America needs strong, uncomplicated cooperation between federal and local law enforcement when violent offenders are involved.
If someone is in the country illegally and hurts innocent people, the system should not get tangled up in policy loopholes.
ICE should be able to take custody. Local agencies should be allowed to work with them. And the public should be protected.
